SBS 2008 Fax Routing via Email

Ok I'm stumped.  I've run through all the ideas I can find and can't get this to work. 

Setup.  SBS 2008 on single server.  Exchange 2007 installed and working properly.  Fax Services installed and working properly except I can not get it to route a fax to and email address.

I've checked all the settings and tried all the authentication methods.  I get an 32083 and 32089 event error.  I've tried to download a hotfix but when I run it I'm told its not for my system.

I've tried disabling the firewall, adding the IP address to the Allow IP for spam detection in Exchange.   

I'm thinking this is either a bug or I'm missing something very simple.

Any help would be greatly appreciated.
