hofix 939820 - not a valid win32 application

Hello,

I went from not being able to download this hotfix to it not running. I downloaded hofix 939820 to correct a migration error I got when preparing to go from SBS 2003 to SBS 2011. After downloading and trying to install on the SBS 2003 Server I get an error "not a valid win32 application."  I am downloading the x86 version.  I have saved it to different locations and different PCs and when I run it on the SBS 2003 server I get the same error.

Suggestions?
