applicationhost.config - Not writable

Hi

I am posting this error as a new question to get more input, as the original error that led to this might not attract much comment

I have just tried to sync my my SPFarm account password (well check if they are synced) as the Sharepoint Timer service wont start.

I then got the error that the

\\?\c:\windows\syetem32\inetsrv\......applicationhost.config is not writable

any ideas on this?
