SBS 2008 Event ID: 12032 The Server Synchronization Web Service is not working.

Platform: SBS 2008

We are having trouble with Windows update services. The SBS console freezes when inspecting settings and the following 2 events are appearing in the application log:

Clues:

We are tryng to troubeshoot VSS with various writers declaring errors and failing backups.  Restrating the server puts all the writers back into a stable state , but within a few days they are back again and the backup fails. 

To start, we need eliminate the above problem first.
