Source Server Does Not Meet Minimum Requirements for Migration SBS 2011

Migrating from a Windows 2003 server with Exchange 2003 (Not SBS) to SBS 2011. We are getting the " Source Server Does Not Meet the Min Requirement" Error.

We've uninstalled\reinstalled the Migration Prep Tool and rebooted. Double checked the Administrator user account group membership. Checked the DCOM setting specified in one of the other discussion.

We tried to edit the info.xml file but could not find the word "Other" in the file to change.

Attached is the SBSLog file. Any help is appreciated.

Also checked the Security event logs on the new server and saw event ID 4625, Unknown username\Bad password. The username and password has been verified.

The server's FQDN is different then the NetBIOS domain name. We used the FQDN in the answer file.
