Administrator can't log on server 2003 via RDP

MS server 2003 SP2 DC

Need add a user for Remote Desktop Connection

i connect to the server, login, creating user Test, MyComputer->Properties->Remote->Select users->Add-> selecting Test, ok, ok. loging off, trying logon as Test. fail.

login back as admin, goin Administyrativetools->defaultdomaincontrollerlocalpolicies->userrights->Allow log on through Terminal Services-> add Test, ok, ok. logoff, loggon as test - fail. logon as admin, goin defaultdomaincontrollerlocalpolicies->userrights->allow logon localy - add Test, ok, ok, logoff. logon, as a Test - sucess!!!

logof, logon as admin and got : To log on to this remote computer, you must be granted the Allow log on through Terminal Services right. By default, members of the Remote Desktop Users group have this right. If you are not a member of the Remote Desktop Users group or another group that has this right, or if the Remote Desktop User group does not have this right, you must be granted this right manually.

now i can logon only as Test user, which have no rigts. physicaly server host ~200km away from me.

need some hep.
