STOP Error 0x6b on Windows Small Business Server 2011: process1_initialization_failed

System: Windows Small Business Server 2011 Standard
Windows Server 2008 R2 Service Pack 1
Trend Micro Worry Free 7.0 SP1
Dell PET310 with PERC S100 Integrated RAID-1
System has been up for years.

Background: This system recently had Windows Updates installed and then was rebooted. It hung up on a Blue screen with no text.  The hard reset then ended up with the STOP 0x6B (0x0 for all parameters)

-I have read every thread I can find on this issue before posting.
-I have deleted the bootcat.cache file and it does not help with the BSOD. It also does not recreate the bootcat.cache file(interesting).
-I have run CHKDSK /F and it repaired some MFT issues (free space marked as allocated, allocated space marked as free)
-I ran CHKDSK /R and it found no errors on the volume.
-I have run Memory Test and the memory checked out.
-I have tried to find a .dmp file and cannot find one on the drive? (Any other locations you might suggest?)
-I have tried to run SFC/ scannow, but it always reports that 'There is a system repair pending which requires reboot to complete. Restart Windows and run sfc again'.  I reboot either to 0x6b or right back to Recovery Console and the SFC reports the same issue. Any way to bypass this so I can get the SFC to run anyway?

I've seen folks with Windows  7 copy the bootcat.cache file from a working system and the OS boots up.  Is this a viable option for me? Any risk since there may be different drivers present in this system that are not in others?
