Exchange Protected Service Host service won't start.

Environment

I've got a SBS2011 Standard SP1 server on ESXi on Dell Hardware. Exchange 2010 SP1 Rollup 8

Problem

Exchange and email in general seem to be working fine, but the Microsoft Exchange Protected Service Host does not start, despite being set to Automatic. When I start it from Services.msc, it times out and alerts"Windows could not start the Microsoft Exchange Protected Service Host service on Local Computer. Error 1053: The service did not respond to the start or control request in a timely fashion."

  • The system log shows error 7009 from Service Control Manager:
    "A timeout was reached (120000 milliseconds) while waiting for the Microsoft Exchange Protected Service Host service to connect."

  • and error 7000 from Service Control Manager:
    "The Microsoft Exchange Protected Service Host service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion."
  • I see nothing relevant in the Application log.

Attempted Solutions

  • I've applied http://support.microsoft.com/kb/940845/en-us
  • I verified that IPv6 is enabled on the interface
  • I ran Get-Mailbox | Update-Recipient
    Get-Mailbox -Arbitration | Update-Recipient
  • I booted the machine in another VM and completely updated Exchange 2010 to the latest rollup for SP2. The service still wouldn't start
  • I copied a working exe from another Exchange server to C:\Program Files\Microsoft\Exchange Server\V14\bin\Microsoft.Exchange.ProtectedServiceHost.exe"
