error downloading the connect computer application

After giving up on using a browser to connect a new PC to my SBS Server 2011 Standard domain, I tried the other method and it fails too. I placed the launcher.exe and the other files onto a USB drive from the server. When I run the application on the new Windows 8 PC, I get a "Connect Computer Program - Error" dialog that states:

"An error occurred while downloading the Connect Computer application. Please run this application again."

I am unable to join a new PC to this domain using the two methods I know of. I tried all of the suggestions provided on the cited thread. This is a development server and only one PC has ever been on its domain. But, that PC was removed some time ago. The PC was removed using the SBS Server 2011 Standard Console. But, when releasing patches for deployment, the system still claims the now deleted PC requires the patch. Yet, the standard console shows that no PCs are on its domain.
