Sharepoint Services 3.0 - Cannot sign in as a different user (

Hello all,

I'm  having problems with Sharepoint 3.0 (SBS 2008)refusing to allow people to log on as a different user.  This really needs to function properly and I'm not sure why it doesn't.  We do have a bit of a unique setup and I'll try to explain it clearly. 

1.  While in the office, ALL computers are logged on to a general account called staff (or staff2 or whatever).  This is actually done via remote desktop into a virtual server (Windows Server 2003 R2).  Either way, no one logs in on a personal account.  The SBS server is located at 10.0.0.15 and the Virtual Server is 10.0.0.17.  Whether they are the physically located same box or not, I don't know. 

2. While logged in this way, they check their email via outlook web.  I figured that sharepoint would work much the same way.

3.  When you first open sharepoint in the browser, it immediately logs the person on as "Staff".  So they click on the username and select the option to "Sign in as a different user" 

4. The authenticator pops up and asks for their username and password.  They enter it and it pops up again 2 more times.  After the third try, it bounces to this link:

At which point NO other user, including the original "staff" account or even the administrator is able to log back into sharepoint unless the browser window is closed.  By which again it automatically logs them in as "Staff" and the process begins again. It is impossible to log on as a different user.

Unfortunately the setup of the office cannot be changed so that people log in to the terminal server via their own usernames.  It is a retail/patient driven office and no person has a set desk area; so logging in as yourself would be a waste of time.  You'd be constantly logging out to switch positions with someone as needed. Hence the use of a general staff account for each computer and then logging into email and Sharepoint as yourself.

I have done some research to see if anyone is having a similar issue and I can't seem to find anything. 

As an experiment, I did try logging into the terminal services as my own personal username and also as Adminsitrator.  When you open a browser, it acts normal and does allow access to Sharepoint initially. But again, if I attempt to log in as a different user, it refuses.  And of course, then I can't get back on as ANY user unless I completely close the browser and start again.  It won't let you log out and then log in as a different user. 

In addition, all users have been granted access in the Server Console to access the SP website and on the website itself, I also took the liberty of adding them.  Each user has been given design permissions.  I checked in the server console to ensure nobody was being denied logon or read access.  It doesn't appear to be a permissions issue. 

Any help will be greatly appreciated.
