CbsPersist log file - Can they be deleted and if so, from which directories?

My OS drive for SBS 2011 is getting low on space again. I decided to do a search for logs to get an idea of what may be taking up space and then what I might be able to remove. I ran across 2 rather large 17 GB log files each named CbsPersist_20121027164829.log, one is located in C:\ProgramData\Microsoft\Windows\WER\ReportQueue\Critical_6.1.7601.17592_....._cab_960446e6

and the other is located in

C:\Windows\Logs\CBS

These are both listed as created back in 2010 and last modified on 10/27/2012.

Is it safe to remove one or both of these files?  Just getting rid of one would really help my hard drive space issues if it is do-able. If so, any special procedure to follow, or just delete from the Windows explorer? Thanks in advance for any advise.
