Some Outlook clients not looking to SBS 2008 for GAL

Some of our user have been complaining that new users are not showing up in their address books. (Actually the Global Address List.) What I have found is that in the properties of the GAL, where it says

"Microsoft Exchange Address Book Provider

The current server is:"

on the clients that are working properly it lists "server.domain.local" but on the ones that are not this is pointing to a folder on the user's local drive, so it doesn't seem to be updating the GAL from teh server. (The server was migrated from SBS 2003 to SBS 2008, and could be a problem that started then but nobody noticed until now.) I have read suggestions about switching off cache mode, but the ones that are working are also in cache mode. Is it safe to edit this path manually, or is there some setting in Outlook that needs to be set, that changes other properties along with it? (Outlook 2003 by the way.)
