Outlook 2003 and Windows 7: Can't set up profiles

SBS 2003 Premium domain. A client computer had to be reformatted. I removed the computer account from the domain first. Now, with a clean install of Windows 7 Pro 32 Bit Edition, and having run the ConnectComputer wizard, I cannot get any Outlook 2003 profiles to work on the client. Normally, the existing SBS user simply logs in and Outlook configures, sets up a copy of their mailbox, and everything is fine. On this computer, that process begins, but instead of just setting up the mailbox, the Configuration wizard starts with prompts to set up an email account. I follow the prompt to create a new Exchange email account and I get the error "Unable to open your default e-mail folders. Outlook could not start because a data file to send and receive mail could not be found. To add a data file, such as a Personal Folder file, double-click the Mail icon in the Windows control panel." When I go to Mail in the Control Panel, the profile doesn't exist. I followed the steps in this article:http://support.microsoft.com/kb/829918 to create a profile, but it keeps erroring out with the messages "The account you have added is not properly configured and may not work until it it properly configured" and "Outlook encountered an error locating one of the items needed to complete the operation. It might have been deleted." I can't create a new profile, can't set up an email account, and basically am stymied. I've tried with three user accounts, including the network administrator. All have Exchange mailboxes. In other respects, the Win 7 client appears to be properly connected to the domain.

In general, I've found it challenging to add Windows 7 clients to the domain. We uninstalled ISA Server not long ago and I removed that from the client applications selections. I can't see why that would affect Exchange, but then none of this is making sense. This is a breeze with XP Pro clients.

A Google search turned up one suggested fix: To delete the file mapisvc.inf  from the Windows/System32 and Program Files/Common Files folders. It exists in Windows/System32, not in the other folder. I am very hesitant to delete any files having just gone through a reformat-reinstall.

Any help would be appreciated.
