I've inherited a slightly messy SBS based network with a previously poorly performed 2003-2008 migration performed. Yesterday morning the SBS was down due to a power outage and we had trouble getting it to come back up, it hit 8+ hours of downtime so we went ahead and made another server a DHCP so users could still access other services on the network.
Once the SBS 2008 was successfully starting we shutdown, disabled the scope on the other server (we'd set to only 2 hour lease time) then booted the SBS 2008. All seemed fine and DHCP was running again on it fine.
Then today the DHCP has stopped, attempted to restart it just stops again with the following log in the System Log:
"The DHCP/BINL service on this computer running Windows Server 2003 for Small Business Server has encountered another server on this network with IP Address, 169.254.95.118, belonging to the domain: ."
A. This IS SBS 2008, not 2003. I assume this is something related to the previous poorly performed migration? Or what?
B. IPConfig below. There is NO IP address close to the 169 address

I have gone ahead and completely removed the DHCP role from the other server, deauthorised the other server from DHCP config, as well disable the still present entry for the previous SBS 2003 server. Rebooting the other server now just incase.
