Exchg07: anti-spam not working "not available: content filtering was bypassed"

I'm running SBS08, so single server configuration for email. I'm beginning to get a lot of junk email coming through and just started to debug. I have the anti-spam agent installed (I do not have a 3rd party solution installed). I've validated through the command line and the console that content filtering is enabled (have current settings):

I checked the AgentLog and see that there are a lot of messages with "not available: content filtering was bypassed".

Any ideas?
