Help with Site to Site VPN

Hey hoping someone here can provide some pointers or insight if this isn't the forum for this i apologize.  I have inherited a network where users are unhappy with the network speed between two locations.  The main server (Windows Server 2003) or location A has ATAT DSL (yuck) for isp and it is connected via vpn tunnel between two firebox routers.  Location B has Comcast Cable broadband as isp.  Ideally I would want the server in location b.  Before I perform such a move I though I thought I would ask here for any thoughts.  I ran some tests upload speed at loc. B is 3.70 Mbps and at loc. A it is only 0.30 Mbps so I assume this is partly why users are unhappy.  Would the potential gains be worth such a move?  Also cannot seem to join the domain for loc. A but not sure if I am just using the incorrect settings.  A little unsure how I would join the domain remotely via vpn and if that is even advisable.  Right now loc B. is a workgroup.  I read somewhere where I would need another server to host the domain controller in location B and do an add in to active directory.  Not sure if that is more trouble than it's worth or if it would truly improve their situation.  Any feedback, insight, experience in similar scenarios is very much appreciated...
