Folder permissions for specific users

Good Morning everyone,

I have a client that would like full permissions to a folder for a couple of users but the rest of the domain users to have rights except for deleting/renaming items in the folder.

I currently have it setup to deny delete / delete subfolders and files.  This is denying the 2 users that need those rights as well, even though they are setup to have full control for each of them.

Deny Domain Users (delete and delete subfolders and files)

Allow Domain Admins Full control

Allow Domain Users Special

Allow User 1 Full Control

Allow User 2 Full Control
