VPN works for existing users, but new users can not VPN

I have a recently installed SBS 2011 server. During the initial installation I set up all user to have dial-in vpn permission. Everything worked just fine. I have a static external ip with a valid FQDN, and the router is correctly forwarding TCP1723 and GRE. To forestall suggestions that I simply use RWW and skip the VPN: doesn't work for my remote users on Linux boxes.

All the users I set up the first day are able to VPN. Since then I have needed to add some users, and as far as I can tell I did nothing different. The new users can log on to a local machine, and can use OWA.

In the user properties the check box that should enable VPN is checked. The new users are in the correct security group and should have VPN access.

They don't, and it's driving me crazy. When they try to connect it fails, and it simply looks like the wrong password/username was used. I have ruled that out. From the same exact remote machine if they use one of the initially set up usernames it works great.

Suggestions on how to diagnose?
