Server 2012 NAS set full control for Admin user but cannot add files and slow USB and RDP transfer rate

Hi, I'm new to using Server 2012 (or any server OS) and have come across 2 issues. I've created a shared folder using File and Storage services, SMB Quick profile. I've set the Administrator account to full access. I've also added a group of users with read and execute only permissions, the Administrator account is not within the group.

Issue 1:

I've mapped the drive to my desktop computer running Windows 7 Home. I use the Administrator credentials to log in. I try to add files through the mapped drive but does not recognize my permission to create or copy files ("You need permission to perform this action"). I can only speculate that the issue is caused by the account credentials on my desktop do not match those of the server? Any suggestions on fixing this issue?

 Note: I've created a separate admin account and group on the server with full control and still unable to add or edit files on the network drive,

Issue 2:

When I copy multiple files at once through RDP or USB, the files transfer at expected rates but once one file is complete it waits up to a minute before starting the next file.

I took a look at the memory usage during the file transfers, it looks like each file is buffering to ram before being written. The ram seems to buffer up to 2 gigs then waits to drop down to 500 MB or so before moving on. As most images that are being stored are RAW panoramas they can get quite large. If I'm transfering a few hundred gigs of them at a time this takes up to 12 hours.

Dual Xeon 3.4GHz Processors
8 GB DDR2 Ram (4 x 2GB sticks)
500MB WD RE4 System Drive
4TB WD RE4 Storage Drive

OS:
Windows Server 2012
