Load Balance SMTP Connectors on Exchange 2003: Doesn't seem to work

Hello everyone!

On a SBS 2003 (Exchange 2003) I've added a second SMTP connector with the same 1 cost of the first connector, and the address space of both is *.

Load balance between them does not happen: every email is leaving Exchange using the newest connector, unlike whatthis arcticle says:

Multiple SMTP Connectors

If you have multiple connectors, especially a connector that has a * in the address space (for sending email via your ISP) then you need to adjust the cost carefully. The wildcard SMTP connector with the * should have the highest cost, SMTP Connectors pointing to internal servers should have the lowest (so that they are used first).If you want to load balance the connectors then you can set multiple connectors at a cost of 1.

What could be done to correct this? I've already tried to restart services, no results. The only way to have the emails sent by the first connector is to set second as a higher cost.

What exactly is the expected load balance? Every email sent will use a different connector, alternately?
